Water is a common commodity to earthlings. Nobody can claim ownership to water which is a precious natural resource. More so in the times to come.
The best way is to sit, discuss and resolve the problem. Political rivalry wont get us anywhere near the solution.

In my opinion also the rights are 50-50.Water is an essential commodity for all living beings.They can solve the problem by benifiting the people of both states.
